Russia’s lower house of parliament, the Duma, has proposed up to 10 days of disciplinary detention for troops using devices with camera and geolocation functions in combat zones like Ukraine, according to Russia’s state news agency TASS, Reuters reports.
Mobile phones have been used by both sides in the Ukraine war to identify targets. The draft law, supported by the State Duma Defence Committee, classifies the use of such devices for filming, audio recording, and geodata transmission in combat zones as a gross disciplinary offense. Commanders would have the authority to impose disciplinary arrest for up to 10 days for such offenses.
The proposal follows incidents like a 2023 Ukrainian missile strike that killed nearly 100 Russian soldiers, traced via unauthorized mobile phone use. The law also includes penalties for public distribution of information identifying Russian military personnel or their location.
