On Monday, Russian President Vladimir Putin will revive the "Mother Heroine" award, together with a one-off payment of one million rubles ($16,400).
The title will be added to Russia's list of the highest-ranking state orders, including "Hero of Russia" and "Hero of Labor."

The honorary title and prize money will be awarded to mothers on the condition that the other nine children are still alive.
Exceptions are made for children that died or went missing "in defense of the Fatherland" or in the performance of "military service or civil duty."
In July, Russia's population had fallen to 145 million, with an average decline rate of 86,000 people per month, according to state statistics agency Rosstat.
In the next two decades, it is estimated that Russia's population will decrease to roughly 132 million.
