Draft of US-Backed Peace Proposal to End the War in Ukraine

The U.S. has presented a 28-point peace plan proposal to Kyiv, outlining terms to end Russia’s war in Ukraine.

  1. Reconfirm Ukraine’s sovereignty.
  2. Comprehensive non-aggression agreement between Russia, Ukraine, and Europe. All ambiguities of the past 30 years will be resolved.
  3. Expectation that Russia will not invade neighbors, and NATO will not expand further.
  4. Dialogue between Russia and NATO, moderated by the U.S., to address security concerns and de-escalate tensions.
  5. Ukraine to receive robust security guarantees.
  6. Ukrainian Armed Forces limited to 600,000 personnel.
  7. Ukraine to enshrine in its constitution that it will not join NATO, and NATO agrees Ukraine will not be admitted in the future.
  8. NATO agrees not to station troops in Ukraine.
  9. European fighter jets will be stationed in Poland.
  10. U.S. guarantees:
    • The U.S. to receive compensation for the guarantee.
    • Guarantee void if Ukraine invades Russia.
    • Guarantee void if Ukraine fires a missile at Moscow or St. Petersburg.
    • Sanctions reinstated if Russia invades Ukraine.
  11. Ukraine eligible for EU membership and will get short-term preferential access to the European market.
  12. Global redevelopment package for Ukraine:
    • Ukraine Development Fund for tech, AI, and data centers.
    • U.S.-Ukraine partnership to restore gas infrastructure.
    • Reconstruction of war-affected areas.
    • Infrastructure development.
    • Mineral and natural resource extraction.
    • World Bank financing package.
  13. Russia to be re-integrated into the global economy:
    • Phased sanctions relief.
    • U.S.-Russia economic cooperation.
    • Russia to be invited back to G8.
  14. $100 billion of frozen Russian assets invested in Ukraine reconstruction, the U.S. to get 50% of profits. Europe matches $100 billion in Ukraine reconstruction. Remaining frozen Russian funds to be invested in US-Russia joint projects.
  15. Joint U.S.-Russia security taskforce to enforce compliance.
  16. Russia to enshrine in its constitution a non-aggression policy toward Europe and Ukraine.
  17. U.S. and Russia extend nuclear non-proliferation treaties, including START I.
  18. Ukraine agrees to be a non-nuclear state under the NPT.
  19. Zaporizhzhia Nuclear Plant restarted under IAEA supervision, produced power split 50/50 between Russia and Ukraine.
  20. Both countries commit to education programs:
    • Ukraine adopts EU rules of religious tolerance and protection of linguistic minorities.
    • Repeal discriminatory measures and guarantee media/education rights.
    • Renounce all Nazi ideology.
  21. Territorial arrangements:
    • Crimea, Luhansk, Donetsk recognized de facto Russian.
    • Kherson and Zaporizhzhia frozen along contact line.
    • Russia relinquishes territories outside the five regions.
    • Demilitarized buffer zone in the Donetsk region. Russian forces will not enter.
  22. Both sides agree not to change territorial arrangements by force. Security guarantees void if violated.
  23. Russia will not block Ukraine’s use of the Dnieper River and grain transport through the Black Sea guaranteed.
  24. Humanitarian committee to resolve issues: prisoner/body exchanges, family reunification, victim support.
  25. Ukraine to hold elections within 100 days.
  26. Full amnesty for all parties involved in the conflict and agree to no future claims.
  27. The agreement will be legally binding and monitored by the Trump-led Board of Peace. Penalties for violations.
  28. Ceasefire effective immediately after withdrawal to agreed points and implementation begins.
