Germany to Legalize Limited Marijuana Possession and Allow ‘Cannabis Clubs’

German lawmakers have approved a government plan to reform cannabis laws, allowing for the decriminalization of limited marijuana possession and the establishment of “cannabis clubs” for recreational use, Associated Press reports.

The legislation passed in the Bundestag with 407 against 226 votes in favor, aims to combat the black market and provide better protection for young people. The legislation prohibits cannabis advertising near schools and playgrounds and includes an evaluation of its impact on youths within 18 months.

Under the new law, adults will be allowed to possess up to 25 grams and grow up to three plants starting April 1, while nonprofit cannabis clubs will be permitted to cultivate cannabis for members’ personal use starting July 1.

However, the plan falls short of the government’s initial proposal to allow cannabis sales at licensed outlets nationwide, scaling back after discussions with the EU. Opposition to the change comes from the center-right bloc, criticizing the assertion that legalization will reduce youth consumption.
